The Two Italies is officially a Crowned Republic, that is a representative republic with a legally weak but highly ceremonial and influential monarchy. However it is defacto a fascist dictatorship vested in the Il Duce, whose cult of personality leads the nation, and the renewed SPQR, which despite its name, is not for the Roman Empire, but is rather a Senate based in the capital city of Rome. The SPQR pretends to be an elected democratic counterbalance to the Il Duce, but its officials are filled with collaborators of varying degrees of loyalty.

King Victor Emmanuel V
The youngest king to date, Victor Emmanuel V rose to the throne at the age of 24 in 2115, a full ten years younger than the last youngest king, Umberto I. However, the young king wishes to emulate the monarch that came before Umberto- Emmanuel III, il Re soldato, the Soldier King. Coincidentally, Emmanuel III also reigned during an era of fascist rule. This resonates well with the new populist, militarist government. Despite his young age, the young king has acted with an iron fist to maintain the remaining royal powers, enforced his legitimacy and guidance over the future of the country by marrying an Italian noble, and began creating a cult of personality around challenging old ways, flexing his military prowess, and brandishing a focus on law and order, crushing a string of mafia incidents in the Italian heel and rebellions abroad, all within legality. Despite his successes, every day his powers are restricted further, and his focus on protecting his legal powers may shift to protecting his personal freedom.

Charismatic, soft spoken, and single, the public is enamored by him as much as they would by any Prince. He acts very much like the democratic and fair public figure people like, and it is hard to tell what is honest and what is simply a cover for the fascist political machinations going on just under the surface. He simultaneously is the counterbalance to and accomplice of Emmanuel V, resulting in a mostly firm and united government, but when the disagreements have emerged, they emerged as major incidents resulting in public disagreements. These disagreements work in the Senate's favor, as they can override the vastly weakened monarchy whenever they see fit. This regular, repeated indirect kicking of the monarchy suits the fascist government well, whose power lies in all except the monarchy. Yet overall, whether its privately or just publicly, the king and senate founder are regarded as friends.

Two sides of the same coin. Secretive yet outgoing. Hour long speeches and week long getaways. A specially crafted cult of personality that involves him breaking character to have nice chats with friends. He is an enigma, and he is one on purpose. He activities are scheduled, but the schedule is changed so frequently his actions seem random. No one seems to be able to touch him, apart from those he wants to. However one thing is certain- he is a man to fear. When you know the terrors that someone is capable of, but do not know what goes on in their head, you obey.
