The Cecil Republic is a Unitary Semi-Presidential Republic headed by a President and Prime Minister that share power. Traditionally the President had been only a figurehead, but in recent decades the government has shifted from a Parliamentary Republic to a Semi-Presidential System.
Enfranchisement is based on a combination of education and annual income, with requirements being relatively low, but still blocking anywhere from a few million to several million from voting depending on their likelihood of voting if enabled. Initially, the intent with voting restrictions was not only more normal for the time period, but to prioritize white and white educated native voting and to disenfranchise the rest. Over time, the requirements lowered, or rather, the requirements for voting increased far slower than monetary inflation and general increase in education did, to the point of the vast majority of the nation being able to vote. Now the requirements exist to prevent hard traditionists that, through birth or choice, usually both, reject the modern, western schooling and jobs that would allow them to vote, and by extension, the Cecil Republic as a whole. However, normal lack of interest or ability to vote, in addition to ethno-regional distrust of the government, has resulted in consistent decent but still minority (49% or below) turnouts during national elections. This puts it somewhat close to, but still multiple if not several percentage points away from, many other nations' average voter turnouts.
